it so turns out that whatever individual(s) coordinated the attack did something very clever

they had, over whatever period of time, gained access to a number of servers

whoever owned these servers was using them to host and distribute large amounts of child pornography

and so these servers all mysteriously (and quite openly) begin running DDOS software pointed at the CIA’s webserver
